Adams Morgan, Destination for Criminals or Youth Without Moves?

Are the local youth going to Adams Morgan for a place to hangout responsible for the increase crime rates in the area? According to this article, this is possibly the case. It is a fact that crime and robbery rates have increased in the past month in Adams Morgan. The current solution was to have a local group "Guardian Angels" patrolling the streets on the weekends. Local business owners desire to add to the police presence in order to control the problem. Another possibility was to provide an alternative bike-riding activity for "at-risk youths". At first glance this idea doesn't seem unusual, however, most of those going to Adams Morgan's nightlife are African Americans and other minorities. It is also clear from the opening of the article that there is slight distinction between the "party-goers" and the "criminals" who make their way to Adams Morgan. In fact, it is just separated by a comma. So if the reporter places such a small distinction between the two than would additional police officers be more able to select from the criminals and those going out just to have a good time? Furthermore, the bike-riding activity would get youth off the street who have nothing to do but wouldn't the criminals still be there? Or, are we to come to the conclusion that they are not different sets of people after all?
